Heavy signal!Private enterprises are expected to participate in the whole industrial chain of oil and gas development

With the settling of the dust of the National Pipe Network Company,China's oil and gas reform has officially entered the fast lane.With the promotion of reform,private enterprises have become more and more involved in the oil and gas industry.

Recently,the relevant meeting held by the state proposed to promote the fair opening of oil and gas infrastructure to enterprises of all types of ownership.This means that private enterprises will have more opportunities to participate in the construction of oil and gas infrastructure in the future.

Reviewing the relevant information in recent years,the signals about encouraging private enterprises to enter the oil and gas field have been sent out frequently.China's oil and gas industry is opening its arms to private enterprises.

Release the threshold of oil and gas infrastructure

The construction of oil and gas infrastructure is the"short board"of China's oil industry.

According to public data,by the end of 2019,the total mileage of China's long oil and gas pipelines was 135000 kilometers.According to the National Medium and Long-term Oil and Gas Pipeline Network Plan,China's oil and gas pipeline network will reach 240000 kilometers by 2025.The construction capacity and speed of the existing oil and gas pipeline network is difficult to achieve this goal in the future.

In addition to the pipeline mileage,China's existing oil and gas infrastructure has a certain gap with foreign developed regions in terms of oil and gas storage facilities,per capita pipe network density and many other aspects.

In order to promote the construction of oil and gas infrastructure and further the reform of oil and gas,in recent years,the state has made several voices to encourage more social capital to participate in the construction.

On September 15,the State issued the Opinions on Strengthening the United Front Work of Private Economy in the New Era.At the meeting,the state made a number of important arrangements for the key tasks of the development of state-owned enterprises and private enterprises in the next stage.It is emphasized that we should promote the fair opening of oil and gas infrastructure to enterprises of all types of ownership.

This will,to a certain extent,stimulate the enthusiasm of enterprises to invest in the construction of oil and gas pipeline network and other infrastructure,promote the benign competition of the industry,and even help to complement the infrastructure weaknesses in China's oil and gas industry.

In fact,this is not the first time that the country has proposed to open the threshold of oil and gas infrastructure.

At the end of last year,the state proposed 28 policies to support the reform and development of private enterprises,easing the threshold for private enterprises to enter multiple monopoly industries.It was mentioned that private enterprises should be supported to build infrastructure such as crude oil,natural gas,refined oil storage and transportation,and pipeline transportation.

For a long time,oil and gas infrastructure is mainly invested and constructed by enterprises such as"three barrels of oil".With the establishment of the National Pipe Network Company,most pipeline assets have been transferred.

However,the construction of infrastructure such as pipelines needs a large amount of funds to be invested in a centralized manner,which requires not only the strong investment of the national pipeline network,but also the support and supplement of private enterprises'funds and technology.

Taking the natural gas pipeline as an example,according to the current cost estimate,in the next five years,China needs to invest at least 1.3 trillion yuan per year to achieve the construction goal.

The entry of private enterprises,on the one hand,can solve some capital problems,on the other hand,will further promote the process of industrial reform.In other words,under the background of oil and gas reform,it is just the right time for private enterprises to enter the oil and gas infrastructure construction.

Private enterprises enter the whole oil and gas industry chain

In the past,private enterprises wanted to participate in the oil industry,most of them appeared as oil service or downstream terminal sales.With the promotion of oil and gas reform,the upper,middle and lower reaches have been liberalized to varying degrees,and private enterprises will probably participate in the whole industrial chain of oil and gas development in the future.

In May of this year,the Opinions on Several Issues Concerning Promoting the Reform of Mineral Resources Management(for Trial Implementation)issued by the State was officially implemented,which clearly required that mining rights should be transferred competitively,and qualified private enterprises and foreign-funded enterprises should be eligible to obtain oil and gas mining rights as required.In addition,it is also emphasized that the majority of mining rights should be handed over to market entities.

The liberalization of exploration rights in the upstream of oil and gas has given private enterprises the opportunity to exert their skills.In the past,there were more private enterprises in the exploration fields with high barriers and difficult access.

On September 11,the first major oil and gas discovery by private enterprises after the opening of the exploration right was made by Sino Mannan Petroleum.Its report on the increase of proved oil and gas reserves in Wen7 Block of Wenbei Oilfield in the Tarim Basin,Xinjiang,was approved by the Ministry of Natural Resources,and included a medium-sized oil and gas field.

Thanks to the opening up of upstream exploration,China-Mandan Petroleum has changed from an oil service engineering company to an"oil company".Its small step forward is a big step forward in China's oil and gas reform.

The achievements of Sino-Mandan Petroleum are not only the embodiment of the enterprise's own strength,but also an example of private enterprises opening up the whole oil and gas industry chain,confirming the feasibility of private enterprises participating in domestic oil and gas development.

Of course,in addition to such active participants as China and Germany,many private enterprises are still in a wait-and-see attitude towards entering the oil and gas field.Fortunately,the admission tickets are ready.

The oil and gas reform has a long way to go.In order to eliminate the hidden barriers in the industry,repeated strikes and collisions are inevitable.But now,from upstream development to pipeline construction to downstream crude oil import and export,almost all the core links of the oil and gas industry are changing around"liberalization".

The complementarities of all links make more social capital have the opportunity to open up the whole oil and gas industry chain and grow into a"new force"to ensure energy security.
